How much it will reduce your load on e-mail basically depends whether teh forums you read are available by RSS. Yahoo only offers RSS for eGroups with public archives. I don't know if MSN offers RSS. I don't know of any message boards other than HotD and OCT that are currently available by RSS (although if they use phpBB2, it would be a very easy modification if the site managar is inclined to make it.
There are a number of different RSS Readers available. Some are stand alone, some are shells for Internet Explorer. Some are web based.
I've looked at several. The one I use has a an interface very similiar to Microsoft Outlook. You can find it at:
http://www.rssreader.com/
It requires Windows XP and the infamous Microsoft .NET (whcih some people are reluctant to install on their computer though I don't know much about it).
The RSS Reader works by displaying a list of hyperlinked summaries. When you read the message, you read it in a browser window and your experience of reading is exactly as if you went directy to the site in your web browser to read the article (since that's basically what you are doing); so you reply exactly the same way (through your browser).
